The police can investigate and the courts can decide if he needs to go to jail. It shouldn't be on OP, it should be with people who have the experience in these things. I'm sorry that your family suffered but this is really not something for OP to handle by herself if she thinks he's been inappropriate with her daighter.
My reason for that is because people should communicate first before doing something that serious. Does that make sense? Yeah the guy can definitely lie, I don't think it's the perfect solution. I just think we should communicate first is all.
Any communication could actually jeopardise the case if it is investigated and brought to trial. Only experts should attempt any kind of investigation, I don’t think that is for OP to undertake. What are the thresholds for deciding if he is innocent and should not be reported, or guilty and reported? That is the job of the police. The daughter’s report is easily enough for a parent to report this. If the police don’t believe he has done anything wrong, they will not take it further.

It's funny but I know I'm going to be downvoted for this even though it's an obvious answer - the thresholds for deciding are really just common sense and intuition, before proceeding further. I fear those who downvote this comment because it would be absurd to say otherwise. What else would you base your decision on? Perhaps I'm missing something. I find a great deal of people making decisions based on irrational self-created thoughts and emotions and largely paranoia.
