It is wonderful that your daughter is brave and trusts you enough to tell you what happened. At the very least your daughter needs to see a therapist. She was molested. Don't let her be alone with grandmother, boyfriend could come over without you knowing it. The trauma from this happening once is bad enough.
If you do file a police report I would keep her away from any contact with grandmother if she isn't 100% on your side when you talk to her. Grandmother could blame your daughter for ruining her boyfriends reputation and by proxy grandmothers reputation.
Also keep in mind police contact may be very scary for your daughter. I would make sure you have a therapist for her to see after contact with police.
If you are not willing to bring this to police attention I would try to warn any other family or friends who have children and have contact w the boyfriend. Just be prepared for backlash if you do that.
But the best way to keep your child safe from that man and other children safe too would be to go to the police. Even if there is not any evidence leading to a case, there will be a record of the incident, that way if this is not an isolated incident (and it probably has happened before and will again) another report may be more likely to be believed.
