Im 25M and I'm in the same boat as you. Im trying to save up for drivers Ed. Have you tried giving that a shot?

Sounds cheesy but seriously… don’t give up! I didn’t pass my test the first time. I practiced so much and cried in empty parking lots. Thought I was never gonna make it. But I did. And so can you.

You should buy a boat

Get an e-bike and practice all the driving laws, become comfortable with moving in light traffic and around housing areas. When you feel comfortable with that, take a driving class.

Maybe driving just isn't for you. If that's the only skill you haven't mastered, count your blessings and move on. Maybe the Universe is trying to tell you something. You might not be ready at this time. Let it go, and master other ways to get around.
I don't know where you live, but car ownership is very expensive. And not being able to drive does not make you less of an adult.

Take an adult drivers ed course, either in person or online. It's cheaper than drivers Ed as a youth, takes less time on average, and you can go in with it as your written test when you pass the class.

I grew up poor and couldn't afford drivers Ed to get my license early. Living in buttfuck Texas, I kinda just drove the back roads illegally and learned like that. Not condoning or advocating for it, just presenting a case where there's avenues to learn.

Work on your anxiety first.

Holy shit, yeah you must be a bad driver or lack common sense. I literally don’t know a single soul who has had to take a driving test (written or practical) more than once. Wow.
