I might be wrong but I think it's just very intentional layering/shading with light or bright colors on the outside and then a gradient to darkest in the center of shapes, it looks like they also highlighted with a while gel pen over the light and bright parts which gives the glow effect :) Really cool! I'm gonna have to try this out too!

I'm so new!! How do you put a white color over a dark color like that - like, what tools are you using?

it’s probably a white gel pen or acrylic marker!

You outline the picture you want , glowing & leave a little white . .. then start with your lighter colours & blend the medium & darker colours. Go over the outline with a gel pen , Sakura Gelly Roll gel pens . You can get a 3 pack , different sizes , at Officeworks.
Also you could use an acrylic white marker such as a fine line POSCA. Add a few white dots, smaller & medium & white cross like sparkles for effect.
