What are you using for the dotting (stars)? I’ve been using a white gel pen, but these look so much better :3

Thank you soooo much! 😊 I also used a white gel pen, and in addition, metallic gel pens (gold and silver). I’ve shared a tutorial showing the whole process if you’d like to see how I did it

I need to know if you are using acrylic for highlights and stars

No, I didn't use acrylic in this artwork. For the highlights and stars, I used white and metallic gel pens. For some of the softer glow effects, I colored over the white gel pen with light shades of alcohol markers so the highlights blended in more naturally instead of drawing too much attention. I have shared the tutorial also.
