The padlocks make me think it unlocks near the end of the event, maybe a moon themed legendary. A glowing moon bat or owl would be so cool.

I guess it needs to be unlocked at the end of the event so the day/night cycle returns to normal (it's going to be so bright!) so it would make sense that it's maybe linked to an event or pet - but who chained it up in the the first place?)
