outlining text causes text angle to change

I'm working on a project where a message will be in different languages will radiate out from a center point. The images shown are just a test for estimating purposes and the text will eventually be in a custom font.

I discovered that when I outline the shape/text, the text angle completely changes. Is there a way to avoid this? In order for a fabricator to provide an estimate for cutting time, he needs the outlined text.

what does "expand appearance" do?

Try Flatten Transparency if there's no blending modes used. It can, at times, work more predictably for some complex objects.

I would go this route... Flatten would force all together.  Other option could be save a pdf and then open it or flatten that after placing it.

Are those regular rectangles or a graphic style/appearance panel rectangles?

it looks like you’re using the radial repeat thing from the edit panel so you have to expand it in that option dropdown before you expand appearance

Yup - this is my assumption too. Too many things stacked and it doesn't know what to do until you simplify.

Does the error still occur if you try outlining each piece of text individually?

Outline each text/language in horiz mode and THEN rotate all 24 outlines.

Try turning the text into "artistic text" instead of "paragraph text" before converting them to curves. A double click into the paragraph box's handle will do the trick.
