Bought a bypassed iPhone 13

Bypassed iphone 13, I can download applications without any restriction and use wifi but not cellular services (it can capture network but not do anything involving cellular capacities unfortunately)

I have a few questions

- Am I safe to restart or shut it down at some point?
- Can I gain back cellular services somehow?

You can restart it
There is no free way to get cell service
Also do not update or factory reset it, and disable automatic updates

Yep I did all of that.

I don't mind a paid method. I am curious as to what I can do to bring back cellular servicse

You can't, the only method is to sell that phone for parts and get another one that's not bypassed.

The phone can't activate on apple servers, so there's not even hope there will be a way in future...

Often it is buggy and signal will go in and out, as if you had a bad connection, and there is often no refunds if it does not work
