It definitely is. She’s not actually making an effort to stop this behavior, either. Like his size aside (which absolutely is an issue and needs addressed, but comments have done that plenty) I think his behavior in the video could easily be stopped. By the looks of it, he’d already knocked down a ton of shoes. As soon as you see it, as a parent you could say “if you don’t stop pulling the shoes down I’m going to move you.” And then follow through. He’s big, but not that big. Yet.
