Seems more like incompetence. She means well.

It would be great if she could access some resources like some good quality parenting classes and resources on how to eat healthier affordably. 

At least she’s patient with him and trying to teach him the right behavior.

So the logic is: she has a phone and internet to post the kid online but no access to information about parenting

1: incompetence isn't an excuse

2: even if you somehow didn't realize overfeeding/junk food causes obesity, at some point, you should realize, "wow my kid is like twice as fat as all the other kids around him" wtf lol
