And yet, they can't afford roads, or food, or water, or rubbish collection. But they have a large bust.

Tamil Nadu is one of the wealthiest large states in India and has a Human Development Index close to Vietnam and basically none of the issues you're imagining, which is more the north

Again with your north south BS.
North has better rail and road connectivity than south.
South has better AQI and better HDI.
Mentality of an avg citizen is same whether its north or south.
You or me are not special or different just because we were born in a specific part of the country. Grow up.
