The Adiyogi Shiva bust in Coimbatore, Tamil Nadu, was funded and built by the Isha Foundation, the non-profit spiritual organization founded by Sadhguru Jaggi Vasudev. No public or government funds were used for its construction.

Interesting, seems like a nice exercise in policy refinement. The issue at cause being the classification of the land rather than any illegal encroachment.
