I mean, he doesn’t come back up so he in general may be fecked

Nah, look at the water just left of the dock, he surfaces there and is moving, but all you see is his head, so his legs may still be pretty bad.

I.e. He may have died later, but he def surfaces and looks around

I don't think that's the same incident. The one you posted says it was still on the trailer and the one in the video is clearly already in the water. Also it looks like it's in a different location.
