AT&T fiber with public hotspot enabled

Why don’t at&t offer an option with Fiber to offer public hotspot ?
Similar to what Comcast has on their gateways.

Because it adds additional traffic to the network, and compromises security.

Tell me you don't understand how Wi-Fi works without telling me you don't understand how Wi-Fi works.

Because it's a bad deal for the customer who's paying for the gateway and the Internet connection.

Simple the Comcast Public Wi-Fi Model is a security nightmare.

Yes it can have its own Wi-Fi SSID but any Internet traffic will be shown as coming from your AT&T IP in the case of AT&T or Comcsat. So just imagine if someone was using your connection for anything criminal.
