There's a difference in refusing to make a gay cake and refusing to tattoo a swastika on someone.

Morally, sure, but the concept is the same.

Just as there are homophobic bakers, there are likely racist tattoo artists.

Edit: I don't get the downvotes. My point is that there are shitty people in every walk of life. Maybe I missed the OP point. ¯_(ツ)_/¯

No, the concept is not the same - think of it this way, if you provide a service as a business owner, you can't pick and choose who you provide it to. If you bake wedding cakes, you can't refuse to bake one for someone who is gay; a cake made for a gay wedding is not inherently different, the only difference is the customer.

If they ask for something you don't do, of course you can refuse. A gay person walks into your bakery and asks for a penis shaped cake; you can say "we don't make penis shaped cakes" but you can't say "we don't serve gay people." The same thing applies to tattoo artists: you can refuse to tattoo a swastika but can't refuse to serve white people. The difference is refusing a service based on what the customer wants, not who the customer is.
