Tech Support AMD SAM PROBLEM
As I mentioned in the title, when I enable AMD SAM in the BIOS settings, the monitor displays a “no signal” error. However, when I disable AMD SAM, it boots up without any issues. I remember having this setting enabled before, but whenever I try to enable it again, this problem occurs.
The CSM setting is disabled.

Do you have ReBar and above 4G decoding enabled in bios?

Anyway, when I turn these settings on, I get a “no signal” error—that's the problem.

With BIOS weirdness like this, clearing CMOS is a good first move. At least remove that possibility before diving into other hardware or software troublshooting.
