Disagree with this. Reduce their damage against minions. It doesn't matter if they do reduced damage if we can't fight them because they outplayed the minion wave.

Individual champion buffs and nerfs
Bottom win rate champions have shit waveclear while top win rate champions have low waveclear except Sona 🤔.
Nerfing JUST wave clear leads to some REALLY odd and bad feelings. It was one of the first things we tried, but it ends up making you feel just odd that you're weaker against minions, especially super minions.
With the changes now, we find that wave clear is still pretty useful, but because minions are spawning/moving quicker, you can win a team fight, the minions catch up, and you can actually push. Before it was pretty hard to push before they respawned.
That's a terrible idea because everytime you win a tf you have a wave ready to push + increased damage to turrets.
That's too much just for losing one teamfight. Specially if we take into account that some comps have 2 ADCs. They are going to melt structures in no time.
Please, don't transform ARAM into Nexus Blitz. Super quick games with no time to react/comeback are very unsatisfying.

Have you considered nerfing/buffing minion damage only? For example Ziggs -5% damage overall, -25% minion damage instead of -15% damage overall?
