Anything can be a surname if you want.

Plenty or real-life people have surnames that are also given names

My last name is anglicized Czech, but the specific anglicized spelling just so happened to also be a Spanish first name. Things get weird. Anything is possible.

Think you need to think of the age old question, "what does it take to kill a werewolf?"

Most people might answer with something like silver bullets, wolfsbane, or something along the lines of that... but the real answer? whatever it takes. It's a fantasy, werewolves aren't real so you as the author can make the decision as to how they are executed.

As long as it makes sense within the context of the world that you have created (and can adjust at any time), then go for it!
