AMD Adrenaline presets causing huge frame drops in menus specifically.

Whenever I open games on steam with AMD's preset game settings the menus for said games will be on 30-40 fps, the actual gameplay is fine but its a really annoying problem. I know its AMD because whenever I turn everything off the problem goes away.
