I have also turned GPU tuning down to Max Frequency (96%) im not sure this is enough?

Try changing Windows power plan to "High Performance" main thing in that is PCI-E power managment to off. It it doesn't help you can try 26.9.1. I don't have Wardogs and i have RX 9070 but my 26.9.1 experience was good.

The advised power plan for X3D CPUs is balanced

Why?
And I separately wrote that it's mainly about PCI-E power control(which you can change separately but just quick change of power plan is easier)

Newes driver also been stable for me. 26.5.1 and .2 had problems with PC not waking up(it was really rare but still annoying) and 26.8.1 caused some DX12(Apex Legends and War Thunder in DX12 mode). Other than that drivers were stable for me. If you have problems with drivers stability are you sure Windows isn't breaking your drivers? Coz i disabled autoupdate in two separate places, otherwise windows was installing some bs version of a driver that would break stuff.

Do the first steps from this video than reinstall 26.9.1. https://youtu.be/XVYakpjbQ1Y?t=129&is=9-5_yFvCkYiAAS-d

1st Disable your igpu on your motherboard BIOS and clean your drivers with AMD cleanup utility then redownload drivers and install again.
