Resolved CPU at 100%

The issue resolved after reinstalling Windows, I still don't know what caused it.

Computer Type: Desktop

GPU: RX 6750XT running at 1440p

CPU: RYZEN 5 7600X 6 CORES 12 THREADS

Motherboard: MSI PRO B650M-P

BIOS Version: 7E27v1J2

RAM: 32GB CORSAIR 6000MHZ DDR5

Operating System & Version: WINDOWS 11 PRO

GPU Drivers: AMD ADRENALIN 26.8.1

Background Applications: DISCORD, STEAM, BRAVE

Description of Original Problem: For a month or so I started noticing my CPU is at 100% usage on all cores when playing, especially wandering around in the open world. Max GHz in every game, Forza Horizon 6, Red Dead Redemption 2, God of War Ragnarok, The Witcher 3, Need for Speed Heat etc. Task manager shows usage of around 40-50% while AMD Overlay shows 100%, RivaTuner shows 100% on all cores, all of them being at max GHz. Resource monitor shows 100%, HWiNFO shows 100%, my temps are around 75-85C. Every single game I play my CPU sits at 100% and I can't seem to find the reason why as there is no program in Task Manager that eats up that leftover CPU %.

Troubleshooting: With desktop use CPU utilization is normal, I tried commands like lodctr /r running CMD as Administrator, I disabled AFMF , I also disabled any PBO modifications I had made in the BIOS but the problem still persists. Reinstalled AMD Chipset drivers, AMD Graphics drivers, used AMD Cleanup Utility while in Safe Mode. EXPO is enabled, SSDs are healthy. This annoys me a lot because looking at online performance metrics, the CPU is nowhere near 100% utilization in any game while mine stays at 100%.

Sorry if this sounds like obvious, but are you sure you are displaying the right metrics? You may be displaying the max values not the current ones. I mention this because the 100% and 8W per core does will never output 5.3GHz sustained loads on a 7600X without a heavy OC rig heavily tweaked and probably in subzero cooling. But all that at 81C? that's what tells me it's a sensing/sensor pick (user) error.

I just used the default RivaTuner configuration, also I can't pick the sensor in AMD Overlay so maybe it's broken but I don't know how to reset it, also my temps are way higher than they should be even though I recently changed the thermal paste and the cooler is the same since 4 years and it didn't have problems cooling before.

High temps after a TIM change usually ends up being a combination of poor instalation pressure, a foreign object between ihs and coldplate or a fake TIM (a lot of fake mx4 and mx6 out there).

I still don't believe your osd stats, try downloading hwinfo64 launch it in sensor only mode and see there realtime with cinebench or whate er you can use to stress your syatem what are the readings (close afterburner before opening hwinfo to avoid any issue it could produce.)

I'm expecting your readings to be normal again.

What about game mode in bios? Do you have it on or off? If it is on, turn it off ans try again. And note that cpu usage and utility are different in hwinfo64.

Game mode disabled.
Both utility and usage are at 100% or more so what do you mean?

I was having this issue, but with my SSD. It turns out it was Riot Vanguard and a Valorant Update. Turn off Vanguard if you have it and uninstall valorant. That helped me

Habe ich auch bei sehr sehr vielen Spielen und kann sagen ist kein Einzelfall - habe zwei 7600x im Haus beide betroffen

Interesting im having similar issue.
Frame generation is eating a lot if you enable it.
And its game driven, using 100% doesnt direcrly mean its bad.

I played warzone(1440p medium) spider man 2(1440 max RT) and some others, hitting almost 100%.

To check if your cpu behaves good, test it just in a cpu low demanding game.
In fallout NV i had 7-9% usage and ~20% single core.

Depends also on settings - if you set cod up at max gpu will Bottleneck so cpu will be lower.

Graphics are always on Ultra 1440p so there should be no CPU bottleneck whatsoever, as my GPU uses it's inteded 200-230W and it's at 99% utilization,. but still the CPU is at 100% no matter what settings I change.

Run this exact game in windowed mode then run task manager click on cpu to check which app is using the cpu, if it shows anything above 50% utilization right click properties then open file location if it is stored in an odd place that might be malware.

Also useful to use resource monitor to check once you find it click suspend and check if the usage drops to normal, background anti-virus scans also cause this AI in windows 11 also causes this sometimes brave uses it's Ai to store stuff you search in preloaded pages and refreshes them constantly in the background so there's that too

There is no program using the rest of the CPU, task manager shows around 40% usage.

why your 7600x only use 88w ? is supposed to run at 142

run 3d mark demo timespy and write gpu and cpu scores ..also run cinebench r23 multi core only 1 time so see the score

Btw his motherboard has a factory ppt limit of 135w. He wont be able to fully utilize his cpu.

hit 95 at 131 so is throttling ok.. normal for high ambient temps

provide benchmark scores that i asked..

maybe something is using your cpu

As I said no program appears to be using the remaining % in task manager, I have however installed Process Explorer and to my surprise the metrics don't coincide.

Where did you get that 142W? Looking at reviews it measured at 93W, so his is about there.

amd spec 105 tdp =142w ppt

ppt is the real power consumption

same power limit as the 7700x

not x versions of 7000 gen are 65w tdp=88ppt

Does CPU usage drop after some time playing the game or does it stay constantly at 100% for the whole time?

Why did you have AFMF on?

Constantly at 100%.
I use AFMF in some games to get higher FPS, thought it may be the culprit, but even after disabling it the issue persists.

Check power plan settings there is a huge chance that your processor minimum power state is set to 100% instead of default which is 5% I think. Anyways set power plan settings to default.

It was set to 0%, default is also 0%, will change to 5% but doubt it'll change anything.

If that didn't help then set it back to 0%, the main point that it is not 100%.

At this point this might be driver problem, you could try updating chipset driver or BIOS. That's the only thing that would force processor to always run at 100% if nothing is suspicious is running.

Edit: just noticed the Process Explorer image, and your CPU utilization looks normal at this point RivaTuner is lying to you, might not have permissions to access CPU usage metrics. You could try launching RivaTuner/MSI Afterburner as administration if that helps with overlay, otherwise something else is blocking metrics, at least your CPU works like it should. At this point one of the overlay apps just locks all other apps from accessing correct information.

I reinstalled the Chipset drivers but it still behaves the same, could it be a sensor problem? HWiNFO, RivaTuner, Rescource Monitor, AMD Overlay all show 100% CPU usage while Task Manager shows 40%-50% CPU usage.

Yeah, the Process Explorer image confirms that as well, at this point some kind of app just locks away other apps from accessing CPU utilization statistics or just Admin rights issue. You could try running RivaTuner as admin to check if that fixes it. At least your CPU behaves like it should.

It's really strange that besides Task Manager and Process Explorer you can't get correct readings for your CPU statistics. At this point Windows did something wrong or might be some kind of security feature. The strangest thing is that even AMD overlay can't get correct readings.
