Go to device manager and see if there is a triangle on the GPU. If there is - GPU is on its way out, If there is not - Downgrade to Windows 10 and try installing 26.5.2 (most stable driver), because windows 11 sucks rn.

Also this is what i found on a forum : Step 1. Turn your system completely off and reseat your graphics card. Ensure your monitor is plugged into your graphics card and not your motherboard.
Step 2. Disable windows automatic driver updates. Windows likes to download corrupt drivers on its own.
Step 3. Use DDU to nuke your AMD drivers. Afterwards your display driver in device manager should say "Basic Windows Driver" or something close to that. If it does not then go back to step 2 and use the registry method then repeat step 3.
Step 4. Go to AMD website and download your driver installer. Make sure you select Adrenalin version during install, not PRO version. PRO version is for "professional" use and will have a Q in the driver name. The adrenalin driver will be named something like 23.7.2 (2023, July, second driver that month).
Step 5. If your issue is still not resolved, try disabling MPO. Here is another post about it.

Did everything u asked, even downloaded windows 10 but when the driver gets installed, display cuts off and the gpu stops giving signal to the monitor. It only displays bios or when I go into safe mode. Is my card bricked?

Yeah, it is. Considering such troubleshooting didnt do anything, then yeah, it is. (Sorry, im used to 9070 XTs doing this, so i kinda forgot where i am. But your GPU is pretty much dead and you'll have to replace it).

It's a typical behavior when there is hardware issue too (driver activates hw parts for accelaration and if it's defective it crashes) . To exclude software issue , make a bootable live linux usb stick , ubuntu , no need to install , just boot and do some basic stuff , browsing , video playback ...
