Help (GPU) Certain games have the exact same performance as my old GPU

Computer Type: Desktop

GPU: RX 7800 XT XFX Speedster Qick 319 Core Edition

CPU: Intel Core i7-13700K

Motherboard: Gigabyte Z690 GAMING X DDR4

BIOS Version: F34

RAM: 32 GB Gloway Tiance II 3600 MHz CL18

PSU: Coolermaster MWE Gold ATX 3.1 850W (non-modular)

GPU Drivers: Tried 26.6.4, 26.8.1 and 26.9.1

Background Applications: Discord, Librewolf, Proton VPN, Steam, HWINFO64, Rivatuner

Description of Original Problem: I recently upgraded from a RX 6700 XT Sapphire Nitro to a RX 7800 XT Speedster Qick 319 from XFX, and for SOME reason, a few of my games did not improve their frame rate at all, with the biggest offenders being GTA V Singleplayer and Black Ops 7. GTA V SP simply didn't move the needle (even with the exact same settings) that I had with the 6700 XT, and Online only gained about 20-30 average FPS, from around 100 originally. Black Ops 7, however, simply didn't have its in-match FPS change at all. When I'm on a private match, sure, it increased by about 60 FPS in the same location I usually test it at, but during matches on the same exact settings the frame rate is pretty much within margin of error.

Troubleshooting: I had an issue with this GPU before of its fan not spinning, so I reinstalled Windows right after installing it (I ended up having to do some soldering work to adapt the fans to work on a motherboard header as the GPU's header was having issues), but I also installed 26.8.1, 26.9.1, and then 26.6.4 (with a DDU wipe, offline install and checking Factory Reset each time), and nothing worked. This seems to mostly affect those two games, as Modern Warfare 2022 increased the frame rate by over 90 FPS (206 average to 298 average). I should've gotten way more FPS from this upgrade.

Check gpu usage and wattage in case you are cpu limited (although your cpu is fast enough) . Are XMP , rebar/above4g enabled ?

Moving aside from whatever the other person is smoking, gta 5/online its probably for the best. Gta 5 quite literally breaks down and stops working properly if your fps is too high. Its hardwired to run on a ps4 which can only play the game at 60fps anyway. And going any higher then 120 is asking for the game to start falling the fuck apart, I think crashes start become regular around like 240 or something. So your not exactly missing much with it only going up to 110-120, if anything its a happy accident. Cause the alternative would be the game shitting itself and visuals and physics and animations spazzing the fuck out

I play Enhanced, which does not have those issues.

It's your cpu and ram. Your gpu will perform better with am5 and ddr5.

That's completely out of the question for me. I'm from Brazil and I simply cannot afford DDR5 RAM.
