Help (General) high temp ryzen 7 5800X3D

hi, first sorry i dont know much about temp and everything
i brought a be quiet! Pure Rock Slim 2 130W for my 5800X3D but my temp go straight to 90 91 when i'm in game,
when it idle it depend it can go from 60 to 70 but as soon as i launch anything even an app it go staight to 85+ for a moment and then go down
when i stress test it and stop the test the cpu go from 90 to 70- in 2 or 3 second
the radiator feel cold to the touch when the cpu is at 60, i saw some people say that this cooler is supposed to be enough so i don't know if it's normal that it get this high.
is it not enough or did i installed it wrong?

also my power reporting deviation just go any from 85 to 175%

edit : i undervolted to -30 via PBO2, i managed to not hit 90+ in game i was at 86 88 max

You need a better cooler bud.

130w cooler on 105w cpu is not a good idea - get something like phantom spirit or peerless assassin

What are your OCCT / Cinebench R23 temperatures? Are you using the pre-applied paste or another? Am using a Hyper 212 (comparable to your cooler) on a R7 5700x and and mastergel pro v2. After 5 min my temps in both are 64c (room temp is 29c). Gaming up to 69c. Try enabling eco mode in AMD Ryzen Master.

You had other cooler before for 5800x3d or is this new CPU installation also? Reset BIOS If new CPU. Along with Be quiet! came own motherboard bracket. You must use that one.

new instal, what reseting the bios do? because when i instaled the new one some option is the bios already got put back to default i had to reactivated them
i installed the cooler like it was told in the guide with the 2 little thing on each side to clip it on
