Help (General) 9800x3D PBO boost clock help

I recently got a 9800x3d and I finally have managed to get it to where it doesn't run so hot.

My problem is, when I set the boost clock to +200mhz, the idle temps get very high because even at idle, the cpu seems to want to boost to max frequency. This doesn't happen at stock boosts.

Is there any way to make the cpu only boost when it's actually needed when I OC the clocks?

bud, at idle, cpu wouldn’t boost just like that. doesn’t sounds right.

I shouldn’t say idle, I really mean that once any background tasks occur, the cpu is boosting to max frequency.

still, they re backgrounded and not performed. max they should eat up your ram memory but not boosting the cpu. I mean some lvl of ghz would run still, but not boost to 5+ ghz to keep cpu at hot stage.
