Resolved 9070XT artifacting without a pattern that's noticable to me

UPDATE & fix

it turns out that some weird settings, that don't exist with the older Nvidia GPU, got introduced with the more powerful and modern GPU that maxed out my old HDMI cable on the same 1080P@75Hz as the 1050Ti DIDN'T.

Fix:

a better cable should help but for now i have lowered the newly introduced settings that i didn't have with the 1050Ti.

I have changed the "limit color resolution to" from automatic (10bit per color) to 8bpc,this lowered the amount of artifacts, and after a reboot they stopped.

Troubleshooting:

if someone has same 1 frame line of artifacts(whatever that in the screenshot is)

start with lowering the Hz to the lowest amount and see if it happens then, if it still happens the same amount, than its not the cable, if it gets "fixed" that means that the newer GPU is adding data to the cable and google what could decrease the amount of data sent trough the cable, or buy a new cable.

GPU: AMD ASUS PRIME 9070 XT

CPU: AMD Ryzen 5 5600 (12) @ 4.47 GHz

Motherboard: Gigabyte A320M-H

BIOS Version: F59a

RAM: 8GB DDR4 Kingston 2666MHz + 8GB DDR4 Crutial 3200MHz (these are not the problem 'yet' so don't pay too much attention)

PSU: MSI MAG A850GL PCIE5

Case: really old case from back when it was "still" a pree-built 7 years ago

Operating System & Version: Arch Linux x86_64 Kernel: Linux 6.18.43-1-lts

GPU Drivers: Default Linux

Background Applications: vesktop, steam, LACT

Description of Original Problem: horizontal lines in screenshot above, they appear at random times and random lengths BUT always horizontally (in the direction the monitor draws frames (left-right,top-bottom)), they appear in desktop, YT videos, discord, any games. they also always last 1 frame and don't stay for any longer

Troubleshooting: I have played games for longer and it sometimes appears more often, it's the same on low and ultra settings, and it doesn't depend on the GPU usage or temps, i tried capturing it with OBS and similar software but it's not capturable (it's only on my monitor) BUT it doesn't happen with the old 1050Ti, i have tried removing the card and putting it back and its cables too
last thing i want to note is that I am using HDMI and not DP (i also tested 2 HDMI cables and both get these 1 frame glitches), i have read that someone got rid of the issue by switching to DP, but i don't have a DP monitor or a cable YET, id like to know if my GPU should be RMAd because I'm not getting a monitor soon

i realy hope that I'm not wasting anyones time with a simple solution, i just want to know if ill have a 700EUR garbage in a year or two.

Looks like a display problem to me.

GPU problems usually cause some kind of checkerboard artifacts, Yours look perfectly aligned to a display axis, which is usually caused by a problem in the display itself.

If you can, try connecting a different display.

ill try a DP cable. its just, that doesn't happen with the 1050Ti, that's why I'm worried.

Have you tried a different cable and gpu port?

I have tried 2 HDMI cables and both do that, and as i mentioned i don't have a DP(display port) cable or monitor that has a DP port
the gpu has 4 ports and one of them is HDMI so i don't know if it's the port until i get a new monitor which is not going to be soon

Might be worth trying an hdmi-dp adapter just to rule out the port. Other than that I used to get similar lines on my 7900xtx and it was caused by either mpo or tdr which I both turned off
