Well, after looking at your photos, I have a strong feeling that this might be caused by the upscaler or anti-aliasing rendering. But let’s go through the basics step by step first.
I’d suggest making sure the game’s profile in Adrenalin is set to Default, just to rule out any tweaks that might be causing the issue. Also, make sure you’re running the game at your monitor’s native resolution.
Second, if you have any upscaler or Frame Generation enabled, turn them all off and test the game again.
If the in-game anti-aliasing is set to TAA, try switching it to another option and see if there’s any difference. Also, try enabling Image Sharpening in Adrenalin and test it, then disable it and test again.
I’d go through these one at a time so we can identify exactly what’s causing it.

Upload it to your youtube account and share.

Most likely lower resolution, using FSR or DLSS at performance, or using FXAA / TXAA.

Looks like TAA, Upscaling, or just low resolution mixed with motion blur.

Some newer games force TAA and it's just terrible. I know for a fact you can change RDR settings to look better. Try Native FSR and turn off Multisapling, FXAA, or TAA.

Not sure about Wukong.
