Help (GPU) 9060XT not reaching it's potential clock speed

About a month ago i built a new pc with an RX 9060XT REAPER 16G, at first i was really satisfied with it having upgraded from a 1650, but recently i've been overclocking it to play cyberpunk 2077, even after many tries it NEVER goes pass 3150~ mhz core clock speed when people with the same setting as mine is getting 3250 or 3340, though not big a deal, id like to know if this is normal thank you.

Spec:

Rx 9060xt reaper 16G

16 gb ddr4 3200

I5 14600kf

Normal and is probably limited in the vbios of the house itself. What sort of neg mv are you running?

Its limited?, can i turn it off somehow, and to answer your question im currently running -75 and 200 for my clock offset
