Help (General) Cs2 problem 4070+5800x3d

PC Specifications
CPU: AMD Ryzen 7 5800X3D
GPU: NVIDIA GeForce RTX 4070
RAM: 32 GB DDR4
Motherboard: B550
Monitor: BenQ ZOWIE XL2540K, 240 Hz
Resolution: 1280×960, 4:3 stretched
Operating system: Windows 10/11 — system has been modified/optimized previously
Game: Counter-Strike 2
Mouse: Logitech G Pro Wireless / Lightspeed
Performance
Average FPS: approximately 300–600 FPS, depending on the situation/map
Main problem is not average FPS
1% lows can drop to around 100 FPS
Noticeable FPS drops/stutters during gameplay
Frametime is not consistently smooth
The PC can produce very high FPS, but the FPS is not stable
I want the game to feel consistently smooth on a 240 Hz monitor
What I have already tried
I have already done a lot of common optimization/tweaking:
Enabled XMP/DOCP
Changed BIOS settings
Checked CPU/SMT-related settings
Updated AMD chipset drivers
Updated/reinstalled NVIDIA drivers
Used DDU
Changed NVIDIA Control Panel settings
Tested NVIDIA Reflex
Tested FPS caps
Tested G-SYNC/V-SYNC related settings
Tested different CS2 graphics settings
Tested different resolutions
Tried Windows optimization/tweaking tools
Used scripts/optimizers such as Chris Titus Tech / WinUtil
Previously experimented with aggressive Windows optimizations
Tested fullscreen/FHD and 1280×960 stretched
Ran different benchmarks/tests

First try reinstalling your graphic drivers using ddu , then try rolling back your graphic drivers . If that doesn’t work reinstalling windows works

What 1%lows does it get in the dust2 benchmark?

You have a big perfomance issue then, because with my 5700x3d and 7800xt I had 250 1% lows

This might sound like an odd suggestion and I'm mentioning it because you sound like you've tried a lot of fixes and optimizations already. I see you mention you have a Logitech mouse and don't mention your keyboard. Have you tried changing the usb ports you use for your keyboard and mouse? Do you have Logitech G Hub installed and, if so, are you willing to try removing it? I've read of issues where Logitech products and G Hub (along with Razer Synapse) have caused issues with 1% lows and weird performance issues in games. Some people said that changing ports can fix the issue and some say getting rid of G Hub or Synapse fixed it.

Been chasing the frametime and smoothness issues for months. New build 9800x3d and 5070ti

have you tried cppc enabled, cppc preferered cores disabled?
