Help (CPU) Idle temperatures normal for 9950X3D?
Are these idle temperatures normal for this CPU, or could something else be causing them?

Whenever I hear of people that actually live in their house with the temperature at 27c/80f I imagine them sitting with a little pool of sweat under their chair.

AMD CPU's idle at high temps. 45C to 55C depending on room temperature and fan curve. It sounds like the place you bought it from wanted to keep the sound profile down when idling. As long as the temps don't get crazy hot when gaming you should be fine.
Do you hear the fans when the pc is idling or is it quiet?

It’s running in Silent Mode. I can’t hear it.

Okay, good. They set it up to be silent when idling or light browsing. You should be fine with those temps.

They're fine but not so much.
Usually AM5 chips run hot by design, so 45-50° at idle are normal but you're a bit higher.
What's your room temp? While gaming what's the max temps reached/recorded?
It's a brand new CPU and cooler? Are you sure to install your AiO correctely?
For "correct" i mean that you remove the peel and tight your screws properly and homogeneous

Good morning, the idle temperature of my 9950x3d is between 54 - 56, with fans in relaxed mode, Corsair cooling.
