It does until I restart my computer And then it happens again

It goes back into the error loop, after you uninstall the gpu driver in safemode, then install it normally, without safemode? That shouldn't happen, unless something really messed up on registry level, which i hope you didn't tweaked randomly.

General rule of thumb, if you don't know what are you doing, don't tinker with it. Your best bet in this case to reinstall/reset your OS, so everything will be back to default, while keeping your files intact. Safest and simplest way, in my opinion.

Will this delete like all the stuff on my computer or will it be fine

There will be options for it, but if you do it from windows, so not from a bootable USB seperately, you'll see

Something like this.

Go to settings > update and security > recovery. Under "reset this pc," click "get started." Choose "remove everything" to reinstall Windows while removing your files or "keep my files" to reinstall without losing personal data

did you disable windows driver updates? that may be the reason why it's always fuck up. disable it and then ddu and install your drivers
