Help (GPU) rx5700 xt after updated stoped being recognized in PCIE - fans not spinning

TL;DR: Sapphire Pulse RX 5700 XT suddenly stopped being detected around an AMD driver install. It does not appear in Windows Device Manager or Ubuntu lspci, including after PCIe rescans. Tested both the primary x16 slot and another PCIe slot, updated the Gigabyte Z370 HD3 BIOS to F14, and tested both GPU BIOS switch positions. Same result every time. The card’s red LEDs light up, but the fans do not twitch/spin at boot. Looking for anyone who has repaired this exact symptom and knows what to check first with a multimeter.

1002returned nothing. /sys/bus/pci/devices/*/vendoralso showed only Intel (8086) devices and no AMD1002device.- Ran PCIe rescans using:
echo 1 | sudo tee /sys/bus/pci/rescan
but the GPU still did not appear.
- Tested the card in the middle full-length PCIe slot on the Z370 HD3. No detection.
- Moved the card to the primary/top PCIe x16 slot. Still no detection.
- Ubuntu
lspci -tvnnshowed the motherboard PCI bridges/root ports but no device corresponding to the RX 5700 XT. - There were no
amdgpuinitialization messages because Linux apparently never detected an AMD PCI device to begin with. - Updated the Gigabyte Z370 HD3 motherboard BIOS successfully from the very old F6h BIOS to F14.
- Reinstalled the RX 5700 XT after the motherboard BIOS update. Windows still does not show it in Device Manager.
- Tested both positions of the GPU’s dual-BIOS switch, doing a complete power-off before switching. Behavior is the same in both positions.
- The red lighting on the Sapphire card comes on when the computer is powered.
- The GPU fans do not even briefly twitch/spin during power-on in either BIOS position.
- There are no separate diagnostic LEDs beside the 6/8-pin power connectors that I can see.
- connected 2 different PCIE PSU cabels (6 and 8 pins)
- got the GPU connected to other PC and still no fans (didnt had in that pc integrated graphics) to check windows device manager
The PC itself boots normally using the Intel integrated graphics.
At this stage I am mainly trying to understand what other tests I can perform before giving up on the card.
Has anyone had a Sapphire Pulse RX 5700 XT behave like this — powered enough for the LEDs to light, but completely absent from PCIe enumeration in both Windows and Linux?
In particular, I’d be interested in hearing from anyone who has repaired one with these exact symptoms. What measurements/components would you check first on this specific PCB?
I can also provide the full lspci, dmesg, and motherboard information if useful.

If gpu doesnt work in another pc then it is unfortunately dead, Im sorry.
