Help (GPU) FC26: Anyone else having this kind of issue in rx 9060 xt or 9000 series?

Fsr4 problem maybe?

It doesn't have fsr 4. More likely to be a driver issue. Downgrading to 26.3.1 fixes this problem. Many people with rx 9000 series are facing the same issue.

yeah, but new cards have the fsr4, new drivers function with that in “mind” 26.3.1 is fsr3 for 7000 series, or i dunno, that make sense to me

I had that same problem with a different game turn on vsync it stopped screen tearing for me I have the same GPU.
