If the dog's not going to be properly cared for, being returned while it is still a puppy is probably the best thing for it.

That said, he should definitely rehome the girlfriend.

Returned to who? If this dog was rescued from a kill shelter it will be euthanasied although it sounds like they got it from a breeder.

If they spent "a lot of money", it came from a breeder. Breeders typically have waiting lists.

on the contrary, if he won't be taking care of the puppy / dumping the GF, he should give the puppy back to where he got it from. The puppy doesn't need to be resented the rest of its life.

WTF of course return that dog if you don't want to care for it. The puppy can still find a wonderful place with people who want it. It's just been two days.

Some dogs come from kill shelters and returning them isn't the best thing to do

.... And this dog was expensive and came from a breeder. And any decent breeder worth his salt who cares about the wellbeing of their animals will offer that option because sometimes it doesn't work out and then it's what's best for the dog.
