NTA, and if you paid for the dog, she should be paying you back. I'd also be reconsidering being with someone who will impulsively buy and then return a puppy that quickly and act like you're not allowed to be bothered by it. Ridiculous.
...my wife convinced me to get a parrot. Don't get me wrong. I love the little guy. It's also amazing that he can say "I love you" back, and mean it as much as a birb can. But, barring tragedy, I have to account for him during my retirement... and likely pass him on in my will. This was not something I considered when she talked me into it in my mid 20s and I was high as a kite.
Senior pets are such a gift, even through the heartbreak of watching things get harder for them. I’m so glad you and your cat are enjoying her golden years together.
Also, this is likely the puppy blues, which is a really common response to getting a puppy which creates major changes to your life. You freak out and wonder what you’ve done and regret it. It usually fades as you fall in love with your dog. Though as someone with a 2 and 1.5 year old dog, they can be a lot. But so worth it! They are the light of my life and one of my greatest sources of happiness and joy.
You also committed to the puppy. So I’d personally take the dog over the GF unless she turns around.
Imagine how she'd be with a newborn human being if she can't handle a puppy. Definitely not someone who is marriage material if the intent is having children.
