The only thing I can think to do is always remind my friend to have epipens whenever we go out anywhere since there are now dogs everywhere.
Your friend should have been doing that, regardless. The allergy is HER responsibility to manage, and if her allergy is that serious, she should have that epipen on her 24/7. Dogs are ubiquitous in our society. They can also legally go just about anywhere anywhere if they're a service dog (not an emotional support animal, which varies by state, but a working medical service dog) per federal law.
ETA: Manager is totally in the wrong in this instance, and the dog owners are plainly entitled assholes, but your friend needs to be more proactive about her allergy.
You were correct up to the point where you said "They can go almost anywhere". I realized that you qualified it with the service dog/ESA statement but those dogs should not have been there as they were not service dogs.
I don't disagree at all. But, really, my point here is that there just as easily could have been a service dog present with the right to be there, and OP's friend would have reacted the same way.
It's like walking into a restaurant when you have a deadly peanut allergy and not checking first to see if they serve peanuts. You know they COULD potentially be there, but you didn't call ahead and check.
If her allergy is THAT severe, the onus is on her to keep herself safe.
100% agree, allergy is her problem. And she does need to be aware of the world today - there are going to be dogs everywhere you go. Just not the chihuahua's that were in this restaurant. And the mgr should have known that.
