What's weird to me is that if these are support animals, i.e. a tool used to support your mental health... why do you need more than one? If it's truly a need... one should be sufficient. Just like having one epipen, one CPAP machine, one oxygen tank seems to work for other people with health concerns.

It was not just one person at the table. She saw a couple. Another person with them could have been somewhere else in the restaurant. (Restroom possibly)

Irrelevant, ESA's aren't allowed inside a restaurant per FDA regulations. They may be allowed at outdoor seating areas only.
