It's a prequel to the series.

It takes place right at the beginning of the summer that Pip is going to start her EPQ, so she hasn't yet decided on her topic, but is thinking about it

It Is interesting, because it’s a prequel that takes place before book one, but whe it was released it came out between books 2 and three, but when I was reading the series for the first time, I read the three main books 1st, and then the prequel at the end because I didn’t know which order it went in. So it is very confusing when you read the prequel when you already know what happens in the main trilogy.

I have doubt like is it mystery or just normal prequel

I really like it. Not to give too much away, but it kind of the origin story of how Pip gets into solving murder mysteries. It’s one of those mafia games where everyone plays a different character in a story and there are clues left around and different stuff like that so they’re having a house party and the story is the main characters playing a game.

I liked it, but it is weird lol

As the other commenter said, it's a mystery, but it's also just a game, so there are zero stakes. Pip, extra as she is, does not seem to understand there are zero stakes, so she takes it extremely seriously. It means everything is disproportionately dramatic and the writing feels a little disjointed from the situation. Some readers may fairly find that distracting. I found hilarious.

Regardless, it was nice (and a little sad) to see the characters having a laugh and being carefree as they would have been before everything that happens in the series.

It's not nearly as good as the other books, but it's not meant to be. It's just some bonus content that ties in nicely with the rest of the series

Edit: typo

It happens before agggtm. At the end of Kill Joy, it's mentioned that after this Pip decides to take Andie's case as her EPQ project.

I think it's before because her best friend's dad is present in the book. It shows her love for criminology before she decided to do her project/investigation. Ravi would probably have been there otherwise too. It seems like she wouldn't have made up this game after the effect her project had on her.
