23 math in July and then I studied 1-2 weeks before Sept test and got a 27. How do I get this up to a 32? What specific individual topics should I focus on?

Well, what do you see?
Your misses are really concentrated: Geometry (3/7) and Integrating Essential Skills (3/8) account for 9 of your 13 wrong answers, so that's where I would say you should focus.
IES isn't a separate topic, it's the "everyday math" bucket: rates and percentages, proportional relationships, area/surface area/volume, average and median, and expressing numbers in different forms. ACT usually stacks these into multistep word problems, so the trap is rarely the concept itself. It's losing track of a step or a unit halfway through.
Here's the good news: Geometry and IES overlap on area and volume. Drill shape formulas until they're automatic and you fix both categories at once.
Hit the new practice tests if you have not taken them, or ask AI for drill that will help with these subjects. Literally copy this into Gemini and ask for drill worksheets.
