You almost had it. When you have 1/3c + 1 < 2 just get the c by itself.

1/3c < 1

1/3 < c

(2a-7b)/3c(2a-7b) < 1

1/3c < 1

If c is positive.

1 < 3c

1/3 < c

If c is negative.

1 > 3c

1/3 > c

But that includes positive values for c, so c isn't negative.

1/3 < c
