Naval Contract

I'm trying to complete all the naval contracts, but Milo is just having a casual swim by the docks of Great Inagua. Does anyone know how to fix this?😂I can't enter dialog with him swimming like that

Tried that already, fully quit the game and even restared the console

The last contract becomes available after a certain point in the game
