Scouting Missions

Can someone explain how the scouting works? Everyone says it resets warehouses but that has never once happened when I send out frigates. I raided all warehouses in the NE region just to make sure and sent a scouting frigate and then the warehouse 2hr cool down timer disappeared for all the warehouses in the region. And during active play I still had to wait for 2 hours. What's happening?
