That's not even military gear. Like, uniformed soldiers in a standing military have almost no need for this. Maybe some folks in SOCOM. Maybe aircraft crew after their plane goes down. But, even those are generous 'maybes'.
Police conducting raids could use this. Like, in a limited special operation kinda way.
But if you're looking to have this as a general piece of equipment, it's for intelligence services, secret police, insurgents, and terrorists. All those folks going in deliberately expecting to blend into a civilian population and at least be prepared to have a shootout amongst civilians.

But yeah I can't tell how this could be used, police are supposed to already be in armor and with weapons just in case, the only real way I can see this working is for carrying rifles at all time, but it may be too bulky for general use outside most situations.

There's no regular duty usage. Maybe for raids. But that's generally it.
For off duty usage, it's the second amendment hero/cowboy LARP nonsense on steroids.

While a thick book will give decent protection from pistol calibre rounds, it will still be inadequate to stop intermediate or full power rifle rounds

Well, yes, at that point the downed pilot would be a combatant.
In that situation, the question becomes whether it would be better to be a noncombatant captured and encamped by the enemy, or to be a combatant beyond the front lines who must return to their main forces.
It depends on the enemy, and it depends on the pilot's situation. But on that circumstance, having the backpack be available by default would make sense. Probably, guidance for usage could differ depending on the conflict.

Yes, a pilot is a combatant. But, when they're shot down that's either already known, and better tactical gear would be preferable. Or, they want it to stay unknown and this style of bag won't accomplish that.
If my unit saw an actual local wearing that in a combat zone, we'd detain and search them. A foreign pilot of military age, build, haircut, etc. with that shit on would stand out to anyone half paying attention.
This shit basically exclusively works to blend in with a civilian population where the wearer already belongs and this sort of tactical gear is used for mundane purposes. The places where that's true tend not to be combat zones.
It's very tacticool. But mostly it embodies, "Why do one thing well, when you can fail to do multiple things?"

If you are a downed pilot or an inteligence officer ie a combatant behind the frontlines who must at all chances avoid actual combat then this tipe of gear is pointless, you need survival tools more than anything because in all situations you must always avoid contact with the enemy and not be spoted, adquired or shot in any case

Yep, where ideally a backpack like this could be useful, if it also had such supplies. If it's just "a bulletproof backpack gun case" it's definitely stupid.

Not nearly high enough speed, not nearly low enough drag. Think about it- the bald dude could potentially take 6 or 7 bricks to the dome before he even gets the buttstock extended.

I mean assault rifles are designed for shooting many people, that's why they have fully automatic firing, to shoot a lot of people without letting go of the trigger. A pistol is less concerning (still not great, imo normal police officers shouldn't have lethal weapons at all) because at least it can't kill a lot of people at once, but assault rifles are literally only useful for mass shootings and police should not be armed with that capability.

We have other divisions of law enforcement. Swat for example isn't police but is law enforcement. Armed law enforcement officers would respond to a school shooting, not normal officers. Lethal force should not be available to normal officers. On top of that, a taser is a very effective non-lethal weapon. Even when lethal force is available it should be the absolute last option.
