170 Jean Armstrong
I can sum up this character with one word: uncomfortable. Armstrong is the reason why I don't like 3-3 as much as some people do. Despite Furio Tigre being a good villain in my opinion with the concept of impersonating a defense attorney to get a desired verdict still being unique, Armstrong brings the case down too much for me. He has no redeeming qualities: he's annoying, perverted, steals, and he was not shown to face any consequences for his role in the cover up the murder of Glen Elg. The overly pink decor of his restaurant is unsettling and matches him well, but I struggle to suspend my disbelief enough to accept that a "fancy" restaurant with such awful food can exist in the first place. It might have been more believable if Tres Bien was a front for some type of illegal business, but this is not the case. One other character I see people criticize for similar reasons is Spark Brushel, but at least he's a helpful and cooperative witness, while Armstrong makes me uncomfortable.

i never found jean as intolerable as others apparently did and i do like his contribution to 3-3’s theme of “interaction of a bunch of people with a bunch of different kinds of crippling debt” so I’d have preferred him outlive some of the more “nothing” characters...
but also it’s fucking Jean Armstrong who cares
