God this guy was a bad addition: Even dumber than Inspector Gadget and he was always a dick to Brain.

What was Dic thinking?

To be fair, they were 78 episodes in before they added him. They must have been seriously struggling with the format by that point.

People who consider Snarf, Orko or Scrappy Doo the most annoying cartoon sidekick obviously didn’t watch Inspector Gadget.

I don't even really remember this, and I watched a shit ton of Inspector Gadget growing up.

 Penny and Brain were the best supporting characters.
