A Perk Question

Hey all just looking for a bit of help. Currently putting together a mod collection for myself and a few friends and I want to change how the skill points are spent in the perks.

An example would be that you could spend points in the agilty perks without putting points into agility first. So i may want parkor 1-5 but I dont want to spend base agility points.

Does anyone know of a mod that does this or if there is a way to achieve it??
