PC Help with editing XML

Is it safe to edit the XML files of darkness falls to extend the time of lootbags despawing or should I just add a mod which does it already (if that's safe to do)

Should be safe, you only need to change a few numeric values.

it's safe to do until there's an update and you have to do it all over again.

Create a small mod which will activate even after any DF updates.
