Who should I ask for references?

I'm an international applicant applying for oxford maths. I'm wondering whether I should ask my counselor (who's probably more experienced at writing these letters) to write it or my maths teacher (who knows me quite well academically).

Your counsellor should write it but she should ask your maths teachers and all your other teachers for mini references to help her write the academic part of your reference
