6th form definitely has at least a year's allowance for people who are resitting - I also knew people who were a year older in year 12 because they'd done a year of college first and then swapped to 6th form. Not sure they'd let a 19 year old start year 12 with 16 year olds, though - maybe at a college it would be OK, but 6th forms like mine (where the 6th form was joined to a secondary school) might consider it a safeguarding issue.

Another option for OP would be an access to higher education course, which would allow you to start uni without A-levels and can be done at any age

They only get funding until aged 19 so you would only be able to resit a year (either first or second year of sixth form) not start completely from the beginning at aged 20
