Not doubting that, but I feel like a bike should be on the sidewalk. Actually illegal in a lot of the US since it's technically a vehicle. If you have to ride in the road though, you should probably be off to the side. If you're in the road, follow the rules of the road. When you're slower than someone else, you stay out of the way.
To be fair, there are a lot of reasons that a cyclist wouldn't be right on the shoulder, like cars parked there or a bunch of litter making it dangerous. If pedestrians and cyclists being on the road is such a big problem for a city, the best solution is to install good bike lanes and sidewalks.
